NVDA vs. JAWS: The Free Screen Reader Wins for Most Teams

Most teams still test with JAWS first. That's a mistake. NVDA is free, open-source, and used by more screen reader users. Here's why you should switch.

The Conventional Wisdom Is Backwards

Ask most accessibility consultants which screen reader you should test with, and they'll tell you JAWS. It's the industry standard, they say. It has the most features. It's what enterprise clients demand. But the data tells a different story, and I'm tired of pretending otherwise. In WebAIM's 2024 Screen Reader User Survey, NVDA is now the most commonly used screen reader among respondents at 65.6%, outpacing JAWS at 60.5% (WebAIM). When you look at primary screen reader use, JAWS still edges out NVDA—40.5% to 37.7%—but that gap is narrowing every year. And here's the kicker: NVDA is free. JAWS costs around $1,000 per license. So why are we spending thousands of dollars on a tool that fewer people actually use?

The Contenders: JAWS and NVDA

Let me be clear about what we're comparing. JAWS (Job Access With Speech) is a commercial screen reader for Windows, developed by Freedom Scientific. It's been around for decades and is deeply entrenched in corporate and government settings. NVDA (NonVisual Desktop Access) is a free, open-source screen reader for Windows, first developed in April 2006 and supported by the non-profit NV Access (NV Access). Both do essentially the same job: they convert on-screen text into synthesized speech or braille, allowing blind and low-vision users to navigate a computer (WebAIM). The difference is in the philosophy and the price tag.

Criteria 1: Cost and Accessibility of the Tool Itself

This one is a no-brainer. NVDA is free. JAWS costs around $1,000 per license, and that's just for one user. If you're a small team or an independent developer, that's a significant barrier. NVDA is also open source, which means it's constantly being improved by a global community of contributors. It's been translated into more than 55 languages and used in over 175 countries (NV Access). That means you can download it, install it, and start testing today—no budget approval needed. JAWS, on the other hand, requires a purchase order, a license key, and often a sales call. For a testing tool, that's just unnecessary friction.

Criteria 2: Real-World Usage and Market Share

You might think that JAWS is the more popular tool because it's been around longer. But the data says otherwise. In WebAIM's 2024 survey, 65.6% of respondents reported using NVDA, compared to 60.5% for JAWS (WebAIM). That's a significant lead for NVDA. And when you look at mobile, VoiceOver dominates (70.6%), but that's a different platform. On Windows desktop, NVDA is the tool of choice for the majority of screen reader users. So if you're testing with JAWS first, you're optimizing for a minority of users. That's not just inefficient—it's actively excluding the majority of your potential users.

Criteria 3: Feature Set and Support

Some people argue that JAWS has more features, and that's true to an extent. But for the purposes of web accessibility testing, NVDA has everything you need. It supports all the major browsers, works with most web technologies, and provides the same core functionality: reading content, navigating by headings and links, and interacting with forms. NVDA also has a strong community and excellent documentation. And because it's open source, bugs are often fixed more quickly. JAWS has a dedicated support team, but you're paying for that support. For a testing tool, you don't need enterprise-level support—you need a tool that works and is widely used.

Criteria 4: Alignment with Legal and Industry Standards

When it comes to legal compliance, both tools are equally valid. The Web Content Accessibility Guidelines (WCAG) don't mandate a specific screen reader; they define success criteria that should work across assistive technologies (W3C). The U.S. Department of Justice has adopted WCAG 2.1 Level AA for state and local governments under ADA Title II (ADA.gov). The European Accessibility Act also requires conformance with accessibility standards, but again, no specific screen reader is mandated (European Accessibility Act). So you're not legally required to test with JAWS. In fact, testing with NVDA is arguably more defensible because it's the most commonly used screen reader among real users.

Who Should Use Which?

If you're a large enterprise that already has JAWS licenses and a team trained on it, there's no urgent need to switch. JAWS is a solid tool, and if you're supporting users who rely on it, you should test with it. But if you're starting fresh, or if you're a small to medium-sized team, I strongly recommend making NVDA your primary testing tool. It's free, it's the most widely used, and it's more than capable of catching the majority of accessibility issues. The 2026 WebAIM Million analysis found that 95.9% of home pages have detectable WCAG failures, with an average of 56.1 errors per page (WebAIM Million). That's a lot of errors, and NVDA can help you find and fix them.

Bottom Line

Stop paying for JAWS as your default testing tool. Switch to NVDA. It's free, it's the most widely used screen reader among actual users, and it's perfectly adequate for finding accessibility issues. If you have budget and need to support a legacy JAWS user base, you can test with both—but only after you've made sure your site works with NVDA. Save your money, align with real user behavior, and make your site accessible to more people.
